Job Summary:

Reporting to the Senior Vice President, Operations, the Principal Manager, Business Optimization supports the Business Development and Operations teams in the optimization of existing contracts and the preparation of bid responses. He provides operational and strategic expertise in facilities management. Based on the needs expressed by clients or tender documents, he develops adapted and optimal solutions to provide all required services including the required on-site team, services to be delivered with subcontractors, provisions for parts and repairs and asset management. He/she must also estimate the costs of the solution and identify operational risks while finding a competitive solution. He/she liaises with the operations team to agree on the best approach for an optimized strategy.

 

Responsabilities:

Responsibilities for responding the bids:

 

  • Review bid documents and technical information received to understand operational requirements, required service levels and scope of work.
  • Prepare a list of questions to send to the client.
  • Identify and quickly address significant cost items to ensure timely support in the process of assembling a competitive commercial bid.
  • In collaboration with the business development team, establish a work schedule to complete all tasks prior to the bid date including:
    • Transfer of requirements to internal departments for pricing;
    • Organize bid forms and link to our estimating tools;
    • Consultations with subcontractors and communication of requirements;
    • Work meetings with the operations team to review the solution and costs;
    • Etc.

 

  • Using the company’s standard financial models, he/she must adapt the work file as needed to estimate the costs of operation and maintenance services for buildings or technical and energy infrastructures. The basis of work will be:
    • Budget file provided by finance;
    • Internal statistics of existing contracts;
    • RS Means.

 

  • In collaboration with Operations:
    • Determine the structure and qualifications of the team required on site;
    • Identify services to be performed by subcontractors and determine strategy for obtaining pricing;
    • Identify services to be performed by the head office team and brief stakeholders to obtain pricing.

 

  • Review the responses obtained from the prime contractor.
  • Estimate labor costs.
  • Combine the costs obtained from internal departments and subcontractors in the estimate file.
  • Calibrate the estimate in collaboration with the operations team in order to obtain innovative solutions and an optimal budget.
  • Share with the business development team the result of the estimation.
  • Participate in submission reviews for internal approval.

 

 

 

Operations Support responsibilities:

 

  • Participate in the analysis of existing contracts and establish optimization strategies.
  • Manage optimization projects across all contracts.
  • Assist the Senior Vice President, Operations in the review of annual budgets and monthly results.
  • Replace members of the operations team for short periods.

 

 

 

Responsibilities for the start-up of won projects:

 

  • Ensure transfer of knowledge and envisioned approach to the takeover team;
  • Transfer the budget estimate to the operations and finance team;
  • Act as a liaison between the management team and the subcontractors used in the bidding process;
  • Answer questions as needed.

 

 

And other duties requested by the supervisor.

 

 

Requirements:

  • Seven to ten (7-10) years of experience in Building operations and maintenance, or technical and energy infrastructure;

 

  • University degree in mechanical or electrical engineering or related field, demonstrated previous work experience or equivalent combination of education and experience will be considered as an alternative;

 

  • Strong knowledge of budget planning and compensation for technical personnel for the operation and maintenance of the following services;
    • Building mechanical, plumbing and electrical;
    • Fire protection and security;
    • General building maintenance and building envelope;
    • Vertical transportation;
    • Housekeeping and landscaping, snow removal and gatehouses;
    • Petroleum products.

 

 

Skills:

  • Good knowledge of the Canadian market;
  • Bilingualism in French and English;
  • Ability to effectively prioritize and multi-task with minimal supervision;
  • Ability to read and interpret complex plans and documents;
  • Proven ability to work effectively under pressure with good judgment and rigor;
  • Strong communication and teamwork skills;
  • Strong communication and teamwork skills; Very good analytical skills and ability to think of innovative solutions;
  • Flexibility to travel (personal vehicle and valid driver’s license);
  • Proven expertise with the following software – Microsoft Office: Outlook, Word, Excel (high).

 

 

Asset:

  • Knowledge of PowerPoint; Microsoft Project.
