Housing Enforcement Officer

Equans is looking for a Housing Enforcement Officer to join our team in Grimsby DN31 on a permanent basis. This is a full time role working 37 hours per week. On offer is a salary between £28,000 - £32,000 per annum DOE and Benefits package.

 

General overview

EQUANS have a great opportunity to introduce a Housing Enforcement Officer to their Housing team which is part of our Property Services service area.  We are looking to employ a confident and motivated professional to work at the North East Lincolnshire Contract who is looking for career and personal development opportunities.  The successful candidate will be responsible to the Housing Improvement Manager and assist with the delivery of Housing related activities including enforcement, housing assistance, empty homes, caravan sites, unauthorised encampments and HMO’s.

Key Responsibilities

  • Undertake inspections and surveys to determine the actions required to safeguard and risk assess all private rented sector housing stock, vacant, tenanted and owner-occupied properties with regard to all statutory provisions.
  • Identify and undertake inspections of Houses in Multiple Occupation (HMO), using all relevant housing legislation available, to identify disrepair, fire safety, sub-letting and compliance with mandatory licencing Prepare the appropriate notices and license documentation in accordance with housing legislation.
  • Completing a risk assessment under the Housing Health and Safety Rating System.
  • To carry out complex negotiations and liaise with owner-occupiers, landlords and tenants to ensure that properties are brought up to standard and encourage good housing management practices and good tenant like behaviour.
  • Prepare a schedule or works for a landlord to ensure the property is free from hazards and bring the property up to statutory and council standards.
  • Work with the landlord to remove hazards present in the property.
  • Where appropriate; preparation and service of a formal notice, taking enforcement action to ensure the landlord complied with legislation.
  • Where appropriate; preparing a case for prosecution in a court of law. This task could include taking witness statements and carrying out interviews under caution.
  • Play an active part tackling Rogue Landlords within the borough.
  • Identifying the owners of empty properties and using all available legislation to bring these properties back into use.
  • Attending traveller sites’ and undertaking the statutory welfare checks. Serving of the statutory notices as required.
  • Inspect residential/holiday caravan parks to ensure compliance with legislation and model standards including preparation and issuing caravan site license.
  • Offer advice and information on housing related issues to owner-occupiers, tenants, landlords and members of the public to actively encourage good landlord/tenant relations and responsible home ownership.
  • Supporting the management team in day-to-day communication activities.
  • Carry out other duties and responsibilities of a similar nature which may be allocated from time to time to meet business needs.
  • Operate within the EQUANS policies, procedures and systems.
  • To deliver all works with compliance to Equans Safety, Health, Environmental & Quality (SHEQ) standards and policies in line with ISO 45001 (Health & Safety), 14001 (Environmental) & ISO 9001 (Quality), and
  • Undertake such other duties as may be reasonably expected at this level.

Qualifications & Experience

  • Previous housing experience including enforcement, empty properties, Housing grants and loans, Empty Homes and HMO’s
  • Qualified to competently assess building defects and complete a schedule of repairs and complete a Housing Health and Safety Rating System risk assessment.
  • Experience serving statutory notices and compiling a case for prosecution in all manner of housing legislation.
  • Ability to source/interrogate intelligence and use these to build a robust enforcement case.
  • Cultural sensitivity, empathy and strength of character to build relationships with people and be persuasive, especially in human intelligence work.
  • Good written, verbal and communication skills
  • Good networking, partnership and negotiating skills with the ability to influence others.
  • Proficient with word, excel, power point, outlook, publisher, web-based databases and social media outlets.

Legal & ethics team of EQUANS Group is opening a junior/mid-level counsel position (ethiques) with a special focus on supporting the Group in the implementation of the Group’s ethics and compliance policies (anti-corruption, cartel, ethics checks, embargo, Sapin II, GDPR, plan de vigilance, compliance programs) working in the team of Head of Ethics & Compliance.

 

The junior/mid-level legal counsel will also support the Legal department with drafting of any relevant legal reports, reviewing and negotiating contracts with providers or clients,
and carrying out legal research, case law or doctrines.

For this, your main mission will be :

 

Ethics policies

  • Ensuring implementation of all ethics policies in Equans – check for any updates and preparing summaries to the ethics officer of the Group
  • Ensuring the proper keeping of the Gift and Hospitality register – via a digital tool or excel (liaising with the countries concerning the tool in case of issues etc)
  • Supporting Equans country and MBU ethics officers ensuring the implementation of national compliance program
  • Ensuring Equans has all the latest info on Embargo, in cooperation with external providers (when applicable)
  • Liaising with the Group Bouygues ethics team on any specific embargo questions for the countries/MBUs.

 

Animation of the ethics line

  • Assisting the Group Head of Ethics & Compliance in the organization of the meetings/training/webinar/calls with the BU country ethics officer
  • Assisting in the preparation of the presentations, summaries or documents concerning ethics in EQUANS
  • Updating the list of local ethics checks provided for the EQUANS countries (ad hoc)
  • Supporting Equans country ethics officers in the preparation of the ethics annual report (through the digital Report’ethics tool)
  • Ensuring a regular update of the Equans Group ethics intranet (flash info) and other communication initiatives of the ethics line

 

Organizing the ethics check performance

  • Request for proposal to service providers and summary of offers
  • Presentation of the summary to the ethics officer and after selection, instruction of the services provider

GDPR

With a master degrees of Law ( Master 2 droit des Affaires), focuses on compliance and ethics with 3 to 5 years of experience. Knowledge and experience of GDPR is a plus. Job Summary:

Reporting to the VP Legal Affairs, the incumbent participates actively in managing the legal aspects linked to company activities and operations, negotiates, drafts and reviews contracts between the company and its clients, suppliers and other partners and advises managers on risks and legal issues that arise in the normal course of business.

  • Act as an advisor to functional groups by assessing and identifying their needs and proposing adapted solutions requiring legal expertise.
  • Draft, review and negotiate contracts for complex projects with clients, suppliers, and subcontractors.
  • Intervene in various matters, including litigation, managing the legal aspects of the company's activities.
  • Advise on various areas of law and provide input to functional groups to ensure that the company is protected in accordance with its business objectives.
  • Support operational groups in the execution of contracts (documentation of claims, responses to contractual notices, etc.)
  • Conduct strategic agreement negotiations (joint ventures, partnerships, etc.)
  • Actively participate in the legal aspects of acquisitions, including the due diligence process and the drafting of required contractual documents.
  • Advise on legal and contractual risks arising from contracts, projects and activities of the company and its representatives.
  • Manage external legal counsel.
  • Manage the company’s litigation.
  • Ensure that the company’s contracts, operations, and activities comply with and company policies and guidelines.
  • Lead activities related to the project approval process.
  • Provide legal advice to the Board of Directors.
  • Support the development, implementation and enforcement of corporate procedures and policies.

 

Performs any other related duties required by the functions of the position or requested by the immediate supervisor.

 

 

Requirements:

  • Authorized to work in Canada;
  • University degree in law, business, or engineering;
  • Proficiency in English, both spoken and written;
  • Excellent communication, negotiation and drafting skills.
  • Great knowledge of MS Office tools;
  • Knowledge of Common Law;
  • A minimum of ten (10) years of relevant experience in contract management from a legal perspective;
  • Experience in Canadian Construction Law;
  • Available to travel.

A travers cette opportunité, vous avez la possibilité de rejoindre une direction juridique internationale au niveau du Groupe Equans qui est dynamique et ou l’esprit d’équipe est primordial. La fonction est notamment rattachée au directeur juridique du Groupe Equans. 

Dans le cadre de celle-ci : vous intervenez sur l’ensemble des problématiques relatives au droit commercial (droit des contrats commerciaux, concurrence) ainsi qu’au droit de la propriété intellectuelle.

Tout en respectant strictement les règles de la concurrence en vigueur de vos principales missions seront :

  • Analyse, rédaction et négociation de contrats commerciaux de toutes natures (achat, IT, ingénierie, IP, EPC, contrats intragroupe, SPA etc.)
  • Mise en place/ rédaction, revue et négociation d’accords de confidentialité et de partenariats
  • Validation juridique de projets marketing, participation à la gestion du portefeuille, à travers des actions de protection et de défense du portefeuille de droits de propriété intellectuelle (marques, dessins et modèles, noms de domaine);
  • Conseil et accompagnement des équipes en matière de droit des contrats, droit commercial, droit de la propriété intellectuelle, à travers la délivrance de formations, rédaction de notes et guidelines à l’attention des équipes opérationnelles ;
  • Collaboration et coordination avec les Major Business Units (MBU) et entités juridiques locales au sein du Groupe 
  • Coordination des différents services supports pour l’analyse et le suivi des projets (fiscalité, trésorerie, logistique, achats, assurances, trésorerie, RH, éthique)
  • Création et suivi de structures juridiques en France et à l’étranger
  • Gestion des relations avec les conseils externes
  • Veille juridique : Note d’information, formation, e-learning, guidelines, contrats types

Issu(e) de formation supérieure de type bac+5 (français) avec une spécialisation en droit des contrats et propriété intellectuelle, vous justifiez d’une expérience de 5 ans minimum acquise au sein d’un cabinet d’avocats  et/ou d’un groupe à dimension internationale.

Doté(e) d’un bon esprit d’analyse et de synthèse, vous êtes organisé(e) et rigoureux(se) dans votre approche. Vous êtes reconnu pour votre curiosité et votre capacité à être force de proposition.

 PARALEGAL (H/F)

Poste basé à Courbevoie

 

Rattaché(e) au General Counsel, vous participerez aux actes de la vie courante d’EQUANS.

Vous serez en charge du secrétariat des sociétés et assurerez une veille sur les principaux enjeux juridiques d’EQUANS. Vous serez responsable de la coordination des activités Corporate, et assisterez le General Counsel et l’équipe pour certaines tâches administratives et transversales.

Dans ce cadre, les deux volets principaux sur lesquels vous serrez missionner sont :

  • Le soutien juridique
  • Accompagner l’équipe juridique dans la gestion des bases de données, l’organisation d’un système d’archivage (copies électroniques et papiers)
  • Production et préparation de documents de présentation et de documents juridiques (EXCEL et PPT documents pour le CA et les AG ).
  • Aider à l’organisation et à la rédaction de documents pour le CEO d’EQUANS, EXCOM, le conseil d’administration, etc.
  • Assurer la liaison avec les équipes juridiques du Groupe et les lignes fonctionnelles dans l’obtention des signatures des personnes concernées, la vérification des procurations et l’assistance dans le traitement d’autres documents juridiques (obtention d’apostille, documents notariés auprès des autorités Françaises compétentes / notaires publics et similaires)
  • Organiser et planifier les réunions des instances de gouvernance et organes sociaux (organisation matérielle et logistique)
  • Gérer les formalités légales
  • Apporter votre appui dans la collecte/production de divers rapports juridiques et éthiques (bihebdomadaires, mensuels, trimestriels)
  • Participer à la mise en place d’un système de suivi de la facturation (basé sur le format existant développé par la ligne juridique)
  • Mettre à jour l’organigramme et des tableaux pour le périmètre d’EQUANS.

 

  • En matière de soutien administratif
  • Suivre le budget de l’équipe juridique en lien avec le General Counsel
  • Apporter un soutien logistique à l’équipe (assistance pour les voyages d’affaires, gestion d’agenda et planifications)
  • Organiser les réunions, séminaires, formations

 

Vous disposez d’au moins 10 ans d’expérience de la fonction acquise en cabinet d’avocat et/ou entreprise. Vous faites preuve d’aisance en droit des sociétés et maitrisez parfaitement le rédactionnel juridique.

Vous êtes autonome, fiable, organisé€ avec un bon esprit d’équipe, rigoureux(se). Dynamique et pro-actif (ve), vos expériences professionnelles vous ont déjà amenées à travailler dans un environnement international et complexe.

Votre capacité d’adaptation vous permet également de prévenir/gérer les situations les plus courantes et d’évoluer dans un environnement multiculturel.

Vous êtes bilingue Français/Anglais, la maitrise de l’espagnole serait appréciée.

 


Senior Resident Liaison Officer

Equans is looking for a Senior Resident Liaison Officer to join our team in Northampton on a permanent basis, to coach and develop a team of CLO/RLOs, ensuring delivery of the highest standards of service whilst maximizing individual/team potential.  Regularly reporting into the Regional Customer Care/Service Manager key information about resident satisfaction and audit results.   • To demonstrate a caring and considerate attitude to residents during major works, ensuring the CLO/RLOs follow business procedures and deliver a first-class customer service experience to customers and clients

  • Previous experience within a customer service based role
